What are the best free roaming video games?

I really have to watch myself on that game. I've modded everything, and even made a few of my own mods. I had to take a break from it for a couple of weeks because I was obsessing on finding the most up-to-date mods. I really just need to wait for the CK so someone can make a Game of Thrones adaptation using the Skyrim engine.

X3 terran conflict and now Albion Prelude. I prefer sci-fi over fairy tales of skyrim.

I know everyone loves Bethesda very, very much, but if you'd like to get a different recommendation, I'd suggest this game: http://en.wikipedia.org/wiki/Darklands_(video_game)

Though, like the other suggestions, it is an RPG, and not like GTA at all.

Me too.

One thing, does Albion Prelude force the player out of smaller ships at advanced combat rank in the same way Terran Conflict does?

The freedom to stay in my fighter or Corvette is what keeps me playing X-Tended.

Fallout 3 AND New Vegas, and Dead Island. If possible get 'em on PC, you can get mods that GREATLY enhance them and make them more realistic.

infamous 1 and 2 have free roam once you get pretty far into the story. and are my fav games on the ps3 yet.

also no loading screens, unless you start a quest or something like that.

other then that fallout 3 new vegas i tried that one it is free roam but if you are a low level and roam into some areas high level creatures will holy hell kill you. or at least they did on my game.

elderscrolls series are the best free roaming games i have found yet, tons of things to find. infact in oblivion and skyrim you can burn hours exploring alone without even starting any quests or anything.

Burnout Paradise.
I don't care much for racing games that are tied to a track, no matter how varied they are. But this one is free roam through a city (and back alleys and railroad tracks). It is not just racing but stunt work, challenges, and mind-numbingly spectacular crashes.

I think it was the first game I got for PS3 and still just love it.

The Harvest Moon and Rune Factory series are also deserving of mention. Sure, the towns where they take place are small, but you are free to do anything.

Also, Dwarf Fortress' Adventurer Mode, if you are not turned off by its rudimentary graphics.

I always liked Fallout and New Vegas, and I probably would like a lot of other RPG's if I could just get over the magic, Fallout got to be very repetitive to me. I guess I just heard "Patrolling the Mojave makes you wish for a nuclear winter" over 9000 too many times.

Other than that, I always loved Zelda Ocarina of Time. The music is way annoying, but the mute button and an ipod solves that. Video games are all better put to your own soundtrack.
