No you dont.
Lost implies that it is still in existence and could be in the hands of another person. Nobody has any way to verify that. Least of all the person that lost it. You need to possess the copy to express your right to use. Possession is 9/10ths of the law, as the old saying goes. Possession implies ownership.
The definition of lost implies lack of possession. Very simple.
The only exception is land title as it is centrally recorded and the property in question cannot be moved. Your title to right of use and possession of your land is supported by government. No such process exists for chattel.. all the little things that can be carried, hidden, moved or stolen. Like software.
Not even cars come close. They have central registration with the government, but its tied to serial numbers on the vehicle which can be removed or modified, making proof of ownership impossible.
Here is an example. Say you own a gun and its in new york, while you are in los angeles. Someone takes that gun and shoots another person. Would you be charged for shooting that person? No. because you did not have that gun in your POSSESSION.
Now lets say that shooter threw the gun in the ocean and it was not found. Now there is no proof that your gun was used. Or that it is in the ocean and not somewhere else. Someone could still have it.
Lets try another example. Lets say I had 1 million dollars. But I lost it down the sewer. So I go to the bank and declare that since I had a million dollars, I am entitled to a replacement million dollars. Does that make sense to you? Would anyone give me a new million dollars? Would the government print replacement money for me?
Of course not. You need proof of ownership. And they need to accept that proof.
