SOSE is a good game indeed but I still prefer Homeworld 1/2 and SW:Empire at War (for their stories and gameplay as well strategy), I loved also Galactic civilizations for its customizable ships and for its open-ended strategies.
I will concede the point about tactics (there's no "this counters that" system in SSE), but there is definitely strategy involved. Any game that involves "lanes" that connect multiple theaters together inevitably has chokepoints, where controlling them can heavily restrict movement for your opponents. You can also get flanked bigtime if you allow yourself to (I've had that happen in SSE when I was still learning)
If you want a good tactics game, however, I would definitely recommend the LOTR battle for middle earth series. The engine is somewhat based on C&C (more so for the second installment), but overall it's a good solid game that doesn't require a great deal of system resources to play... Plus, being able to shoot fireballs with Saruman is fun...
