Would it be a better idea to get the newer version, and play Pokemon HeartGold ; instead of Pokemon Silver ?
The problem with the original cartridges is that they all fairly recently ran out of power in their internal batteries that were used to keep track of time, without which would make it difficult, for events that may have happened depending on the day, and things dependent on the time like Pokémon only appearing at night, or evolutions dependent on the time of day. If you have a DS it would be a good choice to go for the remake as it is much more expanded, individual sprites even allowed the first Pokémon in your team to follow you around. It was also a very pretty game to look at.

Why is everyone so focused on IVs, it kind of ruins the game to be so obsessed as to only verse certain Pokémon to raise specific stats. And the introduction of special and physical attacks is a saving grace, before it made Pokémon like Sneasel practically useless with its ice typing, but now if you manage to teach it Ice Punch, the you have a good shot against grass, flying, rock, and ground. Them being together also made some moves like Amnesia really broken as you could raise the defensive power and offensive power really quickly, there is more of need at times to search out different moves, and it adds more complexity.
