it's "The elder scrolls IV: Oblivion" & why should i help you cheat? :P
you can steal from stores easy enough without any mods.
try completing the Thieves guild quests.. if you can still can't steal, maybe get another game?

I found it hard to steal at the beginning of the game too, especially if your character aren't built for stealth. But then sneak skill aren't difficult to level up either. Using mod to cheat just ruin the gameplay.

You can 'make' a 'stealth outfit' if you are the Archmage and have the correct spells. Failing that, I found jumping up and down in a dark corner in stealth mode helps up your level for sneaking (make sure you're not seen while jumping). That may help.

the best glitch to improve sneak skill (works on 360 and ps3 as well) is to start the dark brotherhood quest line (you have to murder someone, and then get visited by lucien lachance). When he tells you to kill Rufio, go to the inn where he is, go into his bedroom, go into sneak mode, and hit auto-run while facing a wall... if properly executed, you will pick up levels in sneak while you can go do something else...

Download Mehrune's Razor and kill the Morag Tong Assassin in the jail. He has some of the best stealth armor in the game on.

Put God mode on and keep doing invisible spells, you can do as many as you want as your mana (? forgot the correct name) won't run out. I am sure there are cheat sheets out there with the spell number so you can add it to yourself. Pick the longest lasting invisible spell and break in at night for further coverage. I am quite sure there is a cheat out there that will let you break into shops easily too. If you get busted (unlikely at night) put on an invisible spell and then run for it. Note that you will reappear each time you do an action so it would be better to go invisible, grab an item and then go invisible again. That is about the best way I can think of...

But yea, you don't need to cheat to steal from shops, it is quite easy to do on your own. And I suck at computer games (though given how many hours I played Oblivion I did get decent at that game :))

Once you steal special items they don't reappear as far as I remember. Other items I am not sure if they come back, they might but you will have to wait it out.

I honestly found the Scamp House in Leyawiin excellent for sneak. Just sneak around the corner, use an elastic band on your controller so you're continually walking against the wall...and sneak goes up.

Failing that...

Open a door on the lower level, the two-door one and hide behind one of the doors and enter sneak. Move as required.

Sorry to go off topic! Does anyone know how to join the imperial legion? Just started playing and i can't find how to join! In morrowind i always run and join the legion right off the bat. It just doesn't seem right for me not to join the legion right away!

AFAIK you can't join the legion.

Dark Brotherhood
Mages Guild
Fighters Guild
The Blades (Main Quest-line)
Arena

That's it AFAIK. No Imperial Cult either.

There's no Gnisis equivalent or Ebonheart which sucks. I liked the Imperial Legion quests.

What pisses me off is the lack of any Great Houses.

TELVANNI RULES ALL!! !

Ahem...

Ok, Here We Go. If This Is The same Oblivion I Had, Join The Dark Brotherhood To Get Shrouded Armor. That Makes Stealth Better. And Also, One Of the Daedric Shrines, I Cant Remember Which One, it Gives You a Quest. Completing This Quest, You Are Rewarded With A Skeleton Key, Which Is A Never-Breaking Lockpick. The Easy Way To Get A Good Character, I Will Give You What I Did.

1. Join The Arena.
2. When The Gray Prince (That Orc Named Agronak In The Arena) Gives You The Quest To Find That Journal, Do It And Take The Journal To Him.
3. When Fighting The Gray Prince, He Wont Attack Because He Becomes Suicidal With The Contents Of The Journal.
4. When Gray Prince Is Killed, It Counts As Murder As He Didnt Fight Back, Thus Presenting You With Chance To Join The Dark Brotherhood.
5. Join The Dark Brotherhood.
6. Complete Their Storyline (Comes With A Lot Of Skill Increases, And Also The Black Band, Which Is ANOTHER Sneak Maker.
7. Find That Daedric Shrine And Get The Skeleton Key.
8. Done. You Have A Lot Of Sneak Skill Earned From Dark Brotherhood Missions And Armor, A Lockpick That Wont Break, And The Will To Rob Til You Die.

EXTRA HELP: If You Want That Little Extra Skill, Join The Thieves Guild. You Also Sneak Around With Them, And Thusly Skill Increases. Also, When You Finish That Story, You Become The Gray Fox. Also, Another Daedric Shrine Rewards You With The Ring Of Khajiiti, Which Makes You Partially Invisible. Hope I Helped.
