well, I know of a few, mostly older games were easyier, such as Zootycoon, orginal or complete collection, there is a tool out on the interent, or at least there used to be, called APE. animal project editor. it made modding the game so easy total noobs could do it.

then theres insaniqaurioum deluxe, I don't have it any more, never tried to mod it, but some people have, appearantly is wasn't so hard.

then GTA san andreas, but I don't know how mod that, its alot harder then these other games. but there is a tool that lets you change the pantjobs on certain cars, mostly the lowriders.

but games on steam, cannot be modded unless it has steam workshop. GTA SA on steam requieres you to download a new exe, if you want to mod it. that may or may nto be possible any more.

A good game to mod is Garry's Mod but thats pretty complex, so I never tried it.

To be honest I found games like Unreal Tournament 99 and 2004 to be easily moddable if you dig deeper into it. If you can look at uscript tutorials on the net, you can easily alter weapons and player characteristics in the game for example or create your own monsters to use in the invasion game type for example.

I also find it fun to get game maker source files from game maker games developers released for free because they're easily hackable and pretty fun.

Try GTA IV or Farcry 2. GTA IV gives you the choice to replace every item in the world with new ones. They created a custom island 3 times the size of Liberty City, a tropical island with mountains called Gostown. So in GTA you definitely have ENOUGH to do.

Sims 3 has some fun stuff to mod, there are tutorials on how to mod a whole bunch of stuff. I'm trying to make my own CASTable (recolourable pretty much) pattern right now, which is one of the easy custom contents you can make for it. Sims 1 and 2 have an active modding communities as well :)

I recommend modthesims.info if you want to see some of the stuff sims 3 has in terms of mods and custom content.

depends what you mean by modding,

minecraft is java based and plenty of awesome mods are fairly simple under the hood, integration with other mods can be a major issue.

then there are the bethesda games, basically made as mods from the bottom up, the sky is so far from the limit that even cthulhu would loose sanity points contemplating what could be done.

the original Diablo is one of the most easily hacked games out there.
any elder scrolls game is really easy to mod
fallout 3 and later are really similar to elder scrolls(using the same basic engine actually)
minecraft i wouldnt say is easily moddable because you have to know java to mod it

Unreal engine 3 til four is released.. most tools to mod should come with a standard PC copy of unreal tournament 3. have seen a few new games made with it. plus just modding the tourny game itself. Dunno about easy but it was designed to be modded. I think left for dead started that way iirc. And half life & quake 3.

A really easy to mod game would probably be the Space Empires series (I to V)

Because to mod it all you need is to modify the text files that contain all its game engine rules. If you want to add ship sets you just need a 2 dimensional bitmap picture. Although in V you need to do some more complex 3D modelling due to its upgraded graphics.

Really any game engine which has a decent set of mod tools and even better the developer has released the source code (such as the Freespace games for example) are the best examples.

Though even with constricted access you can still do a lot. Case in point is Darth and his modifications of the total war series from Rome to Shogun 2. He's managed to achieve a lot even with Creative Assemblies and Sega being openly hostile to his efforts. I don't play any of those games without his mods anymore

Dwarf Fortress.

The raws (files the game plays off of) are even put in their own, incredibly easy to understand and write code. People make entirely new games from it.

I meant left for dead started as one person modding unreal 3. Didn't know half life was a mod itself, was saying that and q3 as moddable games as their mods are well known.

All this talk makes me want a PC all the more.
No idea when they might release it (or maybe they have?) But unreal engine 4 looks really good and optimised for easy editing n stuff.

I heard it started out as a mod for Counter-Strike.

Half-Life is basically a Quake mod, they just modified the engine a bit. I don't think I've ever read it directly stated that it started out as a straight Quake mod, but it was started by Quake modders, so I'd be surprised if it hadn't.

I suppose Doom would count. Ever since the engine went open-source over a decade ago, people have created their own versions of the engine, some which allow for extensive moddability.

ZDoom and Skulltag are the most popular engines for modding. It's pretty easy to make new enemies, weapons, etc. for them.
