I though video games had a chat feature built in? for players to communicate with each other.

As for chats. I usually go to omegle.

their not websites, but you can download ventrilo, or teamspeak. They will allow you to talk to others while you play.

There's an MMORPG on Facebook called Fantasy Online. If you're interested in MMOs here's a few that have a chat box available while playing:

Maple Story
Runescape
Perfect World

They are all free but PW and Maple Story take a while to download and you need a decent graphics card for Maple. Runescape is browser based but I'm sure you've heard of it before.

Runes of Magic is the best free to play 3d MMO in my humble opinion.

For the best chatting/gaming experience: xbox360, xbox live, left4dead2, headsets. Awesomeness incarnate.

Going back to the basics of IRC would be better. I'm sure there are gaming websites out there with a vent/teamspeak (Works best if you find a site with a common game)
