Game from Amazon

Just about a week ago, I bought a game on Amazon, specifically East India Company from the seller Galactics. The game arrived today and it's CD was blank. I'm going to seek to resolve it, assuming that it is not a scam-seller, however the only option that Amazon presents is a refund and not a replacement. Anyhow, I feel rather ripped off for having spent money on a blank disk.
