Whispy Woods from several Kirby games. He basically the first boss in most Kirby games and he's not that difficult.

That giant hermit crab robot from the intro stage of Megaman 8. Simple strategy to use. Kick Megaballs at him and slide when he tries to jump.

Coyote Bongwater from Destroy All Humans! 2 Mission 4. Taking the front entrance to his lair is a classic yet very bad move because he's surrounded by KGB agents in the front while he himself is armed with a crossbow that fires arrows tipped with a hallucinogen that will make you trip and also make it hard to see while the KGB agents open fire. On the hill, there is a small fort with a door. You can easily snipe out the KGB agents patrolling. Enter the door and you're right behind him. Be sure you've upgraded your Zap-o-Matic as much as you could before starting the mission. After killing him, a cutscene starts and the Disintegrator Ray is available and use that to kill off the remaining KGB. Also I encountered a funny glitch where the KGB Agents electrocuted just before the start of the cutscene are still being endlessly electrocuted and I'm not using the Zap-o-Matic.

Taurus Fire from Megaman Starforce. When Omega-Xis notices the FM-ian attacking is Taurus, he gives some advice on how to beat him which later becomes helpful in the boss fight. Sidestep his ramming charge attack, use shield when he uses flame attack. He's a pushover. OR you could input the Cipher mail code to get the StickyRain 3 Card and kill him instantly when you use it.

General Scales from StarFox Adventures. Walk up, aaaaaaaand he's dead. XD

Bowser, all the time in the first SMB games.

Ganon at the end of Zelda: Ocarina of Time. 343 Guilty Spark in Halo 3 if you can even consider that a boss.

One time when I was playing Jedi Knight: Jedi Academy, during the campaign I went to fight some dark jedi boss whose name escapes me now. Well, long story short. She jumped in the lava and killed herself. I didn't end up having to do anything. She just decided to jump off the sizable platform we were intended to fight on, to her death.

Kind of a silly question, since there is such a thing as a "joke boss" (e.g. the goldfish from Earthworm Jim), or a boss who is weak in order to make a point about the character (e.g. the Penguin from Arkham City).

Maybe you could ask "What is the easiest boss which is intended to be challenging?" but it's hard to know what the developers intended.

If you consider Fan Games, then a Petey Piranha boss takes the prize for me. If not, then Konk from the Legendary Starfy series. I mean seriously, especially in the last one, he makes even Whispy Woods look like a boss to be careful with.

Mysterio in the Spider Man 2 tie-in game.

If you don't count that as a fight (which was a single kick to the face), then Garland from Final Fantasy; I was taken aback by how quick the battle was, even for the first boss, and I wasn't used to it with all the Final Fantasy games that I had played before it.

The first thing that comes to mind is Mysterio from Spider-Man 2. It starts out recieving information of an alien robbing a convenience store, then the guy get like 3 large health bars with boss music, and as you are preparing for some big fight, a single punch knocks him out.
