Is there a handy guide somewhere for creating Fallout: NV mods?

Keep in mind I'm a complete n00b on the subject and I am starting from scratch.

If they don't have a guide, I bet they can point you to one.

I used the GECK wiki page to get started, it has a few tutorials I think.

I myself can only mod items and a few other not-too-technical things but I'm sure anyone could do pretty much anything if they felt like it.

I think there's a forum called New Vegas Nexus or something like that for modding things if you need something specific.

The Vault might come in handy too.
