Animal Crossing New Leaf: Operation P.O.S.

P.O.S. stands for Penguin Octopus Swap. Now that that is out of the way...
I was looking on some wii games on my shelf and saw Animal Crossing: Let's Go To The City [City Folk in america] and remembered about Puck, my fave character in the whole series. In New Leaf, some octopus called Octavian had moved in. I really hated him. Teddy needed to come back from the remains of my LGTTC save file and throw him into the sea. So then I remembered about the campsite [which is meant to give you more villagers, i think], and then I had an idea. I could get Octavian to move out and Puck to move in!
So, any ways to replace one annoying octopus with one awesome penguin?

You just have to get extremely lucky, LOL. If it were possible, I would've had Hopper move into my town eons ago...

Unfortunately for us, getting annoying neighbors to move out is easier said than done in this game; it just happens 'randomly', now... I once had my neighbor Ed, (really creepy horse villager BTW), ask to leave, but he ended up staying right after I told him to move! >_< It's like Nintindo is "trolling" us in a way...

But I still wish you best of luck; may both of us be reunited with our penguin friends!
