New Vegas starts slow and ends quickly, Fallout 3 puts you right in the action in Vault 101.
I found the graphics and factions better as well, super mutants and the brotherhood versus casino mobsters and the army.
I agree that the start/tutorial of Fallout 3 was amazing. I felt Dad was a really likeable character and the main quest had good pacing. I didn't like the awful maze of DC though with the annoying subway things. I preferred the stat system of New Vegas over F3 as well. They left out the damage threshhold in F3, and they gave way too many stat points and perks. New Vegas felt closer to the original two Fallout games to me. New Vegas also had multiple endings/factions to choose from, when F3 only had two I think (poison everyone, or win the game and go on to the expansion). Btw, the first Fallout game also had a "loser" ending in a way, you could go with a super mutant and end up dumped in the vats. That was the first Fallout 1 "ending" I saw because I thought I'd go on as a super mutant.
I also slightly preferred the NV music to the F3 music, and it was a bit more cowboy/western-themed somehow. And Mr House. I think both games are good but I prefer NV over F3.
And about the ending quickly: maybe you are right about that. I found myself looking for side quests and other stuff to because I didn't want to end it yet. I do the same in Skyrim. You could finish the game really fast if you wanted to. Still, not as bad as Fallout 1. There are speedruns on the interwebs and I even did one myself (though not as fast as the internetdwellers).
