Strategy games of any sort usually are.
PC games (not games ported to PC from consoles) tend to often be complicated just by default (WAY moreso than most console titles), but strategy games can be hyper complex even compared to those.
And this one is put out by Paradox, who does the most complicated of all.
Games like this are DEEP though and tend to have extreme replayability. They're the sort that alot of players will get hundreds of hours out of. I often get into this sort for those very reasons.
Typically though games like this have a nasty learning curve. These do NOT hold your hand one bit; they dump you in the deep end and say "Okay, good luck, try not to die horribly!"
The most common problem with this sort.... and particularly with Paradox's games... is a lack of a tutorial that ISNT terrible.
