Japan Censoring Non-Japanese Games?

Last night I was watching some videos that showed games that have been censored over the years. Some more famously than others like Final Fight. But there are games from overseas that have been censored in Japan for basically the same reasons their own games have been censored - graphic violence, nudity, and sexual themes. I'm still scratching my head over this. A country that has games where girls who look ten are barely clothed and in compromising positions and has got to be the most perverted society ever censoring games like Heavy Rain, where the people having sex are clearly ADULTS. What's up with that?
