Well if you to compare them to normal everyday social norms they are all Autistic actually,

Most people don't jump around and communicate in strange little noises.

I would say Boo. If you turn your back on him, he'll approach you, but if you turn around and face him, he'll freeze. I don't know if he has issues with eye contact or theory of mind, but I think he's a good candidate.

None of them are autistic because that wasn't their creators' intentions, although they may display one or two autistic-like traits.

Shyguys wear masks because they are, well, shy. Boos freeze up when you turn around and face them. Bowser is obsessed with kidnapping Peach and taking over the kingdom, Mario collects endless amounts of coins and power-ups, Luigi is meek and somewhat socially awkward. Both the Mario brothers seem to have a high pain tolerance. But none of that means they are autistic.

I like to think that Rosalina is autistic. Apart from that, I can't think of anyone.
