When I play Forza horizon 3 I get slowdown, especially during races or special sections like when you race the freight train. It literally looks like the slowdown from the NES days. The game just slows down then speeds back up but I get no drop in framerate. I have tried changing every possible setting in video options but the issue persists. If I turn framerate smoothing off the slowdown sections turn into slideshows.

System is as follows

Win 10
4790K
ASRock Z97 Anniversary
DDR3 2400 c11
GTX 980 G1 gaming
CX500 PSU (I know, I know...)
Samsung 840 EVO 120GB (OS)
Seagate ST2000 2TB (GAMES)

Nothing is overclocked ATM. Hard drive status shows good in CrystalDiskInfo and checks out 100% in Checkdisk. Game is installed on HDD. HDD is defragmented frequently.

Hello there, fellow Horizon enthusiast.
When you refer to the slowing down of time, might I inquire as to what points in the race you're experiencing these issues?
I ask, because it's something that they added for dramatic effect that occurs under certain circumstances. For example, in the train race, if you are going fast enough, the game will go into slow-motion to showcase the jump. I have to admit, I'm torn on how I feel about it, but I can see where it might add fun to the game in the eyes of some people.
This effect is repeated in all the showcase races. However, if you're experiencing this effect outside of showcase races and Danger Sign zones, there may be a problem with the software or the system.
