I think its more about the fact that most people just don't want to see much of anyone over 60 with their shirts off. Not to be hard on the elderly but its just not easy on anyone's eyes and I'd have a hard time imaging that won't be true of me or anyone else here when they hit their 60's and 70's.
On the other hand, lets hypothetically say that a woman in her 20's or 30's is breastfeeding in a public place. Its the kind of thing where people instinctively know they aren't supposed to look, the second you even catch something like that out of the corner of your eye you feel like you need to turn your back and don't even want to engage that whole 180 degree field of vision on that side of you, at all. It pretty much makes you feel like you're walking along and you just accidentally walked into someone else's bedroom or walked into the wrong locker room at the local gym. The way people would get irritated about that I think is real comparable to when you have a person talking at the grocery store check out about extremely personal issues or you have a couple making out in line at a take out restaurant. The other two things aren't illegal, maybe women topless in the U.S. shouldn't be either, but none of the above are specifically tactful. Guys in public places, while legally allowed to be out topless, the norm still applies of - no shirt, no shoes, no service.
