I had a teacher at my school who said she used to be a cop. She always said that we should send convicts to war instead of regular soldiers because "they actually want to kill anyway." She didn't seem like she was out there either. Maybe she's onto something idk.

Not all convicts want to kill. It's also safe to say that a convict would likely have trouble with rules, discipline, and following orders.

You used to hear of judges who would tell a young troublemaker that he could either join the Army or go to jail. I doubt that happens much anymore.

In any modern military, more and more jobs are technical in nature, and it takes study and dedication to learn them. Having been an NCO, I really can't imagine trying to train subordinates who absolutely did not want to be there.
