It is very possible to believe in a negative. There are at least four forms of belief regarding proposition P.
1: I believe P.
2: I neither believe nor disbelieve P.
3: I deny P. (== I believe P'.)
4: I am ignorant of P, altogether.
P' stands for the proposition that P is false. To deny P is to accept P'. The two are inextricably linked.
Position 1 is commonly called "belief". Position 3 is mistakenly called "skepticism", when it should actually be called "denial". Position 2 is the actual proper skeptical position. It is most formally known as "isosthenia".
Both belief and denial are dogmas, if one is speaking in strict philosophical terms.
