If that's in reference to the taliban in afghanistan then they did offer to turn Bin Laden over to a clerical court or some such thing, however, the US government wasn't interested in Bin Laden in the least, he was a pretext, at least when compared to the prospect of an indefinite military presence in what is a key region for controlling oil and gas in the central asian states.
Bin Laden is most likely still on the US payroll.
As far as starting unjust wars, I don't blame the people for that because the propaganda machine is more than cunning enough to exonerate most people from any legitimate guilt. However, it just makes the marriage of private enterprises and government that much more atrocious and more reason for their heads to be on spikes, not on TV.
