WASHINGTON D.C. – North Korea today warned that Japan would “not be exempt” from a pre-emptive nuclear strike, following announcements by the U.S. government that it was expanding its own missile defense systems in the region.
I'm not sure what your point is. You earlier stated that all the N. Korean rhetoric only started when the U.S. flew B-2's over south Korea. The article you link to above is relating North Korean rhetoric from before that happened.

I think whats also important is that America is using North Korea's recent nuclear advancements as an excuse to build up its military foothold in asia not as a deterrence against North Korea, but against China and Russia.

Hagel seized on North Korea’s nuclear test last month and its satellite launch in December as the pretext for the expansion of US anti-ballistic missile systems. “North Korea, in particular, has recently made advances in its capabilities and has engaged in a series of irresponsible and reckless provocations,” he said.
These comments are completely cynical. The Obama administration is exploiting North Korea’s limited nuclear and missile capability to justify the build-up of sophisticated anti-missile systems throughout the Asia Pacific region that are aimed primarily at countering China’s nuclear arsenal.

This is why the Chinese would be smart to reign in N. Korea. I agree that the U.S. is using thins as an excuse to bolster its presence in that area of the world, though this has been an announced strategy for a couple of years now.

The way I see it, that's not at all in China's interests. If she reins in North Korea, then North Korea becomes her problem. She will have to feed it, she will have to contain it, and she will have to provide it with hard currency for trade.
On the other hand, if she gives North Korea a relatively long leash, then she can ensure that Japan's and the United States' deep pockets get pulled into the exercise, and that Russia's far eastern trading centres are part of the trade mix.
If you were Xi Jinping, wouldn't you prefer to have North Korea be five countries' problem, rather than your problem alone?
