Without really advance computers you don't really know what atomic/hydrogen weapons will do without nuclear tests (sometimes pre-test calculations are off). The US actually does testing with computers of it's newer weapons. I don't think a nation like Pakistan or North Korea would have those kinds of computers available. Also, testing can be intimidating and "send a message." Then again, North Korea's last test, which apparently was a failure may not have sent the message they were intending.
