Murder has a side-effect that most people, not even nihilists, really want to contend with and that's radical loss of freedom. Even if they don't get caught and incarcerated. there's a whole sphere of evidence that they have to get involved with, goal-tend, etc.. - it's similar to how people who tell big lies and have to replicate the subsidiary secondary and tertiary conditions, not cross lines, etc.. get imprisoned in their own webs.
Dostoevsky also wrote a really good novel, and it goes along the lines that not everyone who believes that they should be brutal, or should and could get away with it, will be able to stomach the results or even the lead-in to action. Mowing down one's own internal warning signals against taking another human being's life is quite a complex affair.
