If 80%+ of girls in a given ethnic group has undergone FGM, then it is far to say "Ethic group X practices FGM, and this is a problem", even if some percentage of girls didn't undergo FGM.

I would say, yes, this is a problem.

I wouldn't criticize the ethnic group, though. I would criticize the practice of FGM.

I would say that FGM, in my opinion, is a barbaric practice. I wouldn't say that the ethnic group is barbaric because it practices FGM.

FGM is barbaric whether Americans practice it, or the Kikuyu practice it.
