Četniks appeared way before NDH. NDH appeared because some Croats were as crazy as Nazi Germans and seized the opportunity to get rid of Serbs. Those friars who helped with the decimation of Serbs didn't live under "harsh conditions".

Mengele, among many other psychopaths, was pampered by his family and lived quite a successful life.

I doubt that anyone running unit 731 who ran similar experiments in Japan lived under "harsh conditions".

Same for those who did the Nanjing massacre or the guys who butchered Vietnamese civilians in My Lai or other places.

Some people are simply born evil.

Valid point. Mengele and other high level Nazis couldn't hide behind "we were following orders". they were willing and enthusiastic participants in mass murder. Certainly absolute psychopaths were drawn into positions of power. And Germany had no shortage of comorbid narcissists who drank the cool aid of "we are superior" and enjoyed inflicting pain.

For my "mentality", endless damnation or annihilation of a sentient being are pure evils and "it" considers universalism of salvation of all sentient creatures as the only moral eschatology. My "mentality" creaves comfort and pleasure, not heroism. According to "it", the pride of exclusivism is worse than the pride of performance. "Mentality" is for guaranteed basic income for every human merely due to the fact that a human is alive. Pain is an obvious evil, feeling pain is not a sin, but true evil can be not moral and true evil can be physical without moral component. "Mentality" considers "moralocentric monotheism" to be the correct befief system. "Morality is the attitude towards evil". Some religious beliefs, for example Calvinism which is a form of harsh nonuniversalism, are absolutely evil according to "mentality". "Mentality" considers some doctrines found among certain monotheists like nonuniversalistic Calvinism or nonuniversalistic Islamicism as more perverted and more blatantly immoral than Satanism. For "mentality" the monotheism without benevolent morality can become more atrocious than non-monotheism. "Not merely believing that there is the only one Deity is important, fundamental is the truth that this one and only existing Deity is Omnibenevolent".
