Technically this being is already defined as allowing for things he doesn't want to happen benefit(at least benefit in the short run) those who act in these negative ways.

Technically the weak will always suffer. These people who do this believe the same things, they just think that part of nurturing and looking after them is protecting them from evil. They won't, they can't, it is inherently unprovable. Saying that prayer cannot help is a denial of the existence of a deity, these deities are often already defined as irrefutable in one way or another. Because of that, miracles are difficult to disprove as possible and if something is technically possible then faithful believers in the power of these things will fervently ask for them.
