A) The question is degree. Yes, one can have poor grammar to the point of inability to communicate, but language is remarkably fluid in that you can fail to say what you mean, or even say the opposite of what you mean and convey what you mean just the same.

B) I think it kind of is. The person successfully conveyed meaning, but ruveyn still desires to critique the language.
