Systematic extermination of sentient life is never justified. The whole concept is an abomination and highly Orwellian to me. It would be a high strung society where people have to maintain the illusion of upbeat mental health to avoid sociopath or psychopath status and the socioeconomic or even lethal consequences that go with either. It is possible political factions could manipulate this system in their favor by declaring opposition to their doctrine inhumane and thus only sociopaths or psychopaths would oppose them.
