Yes, but its always been the religious countries that approve of those things, not secular liberal ones. In fact, I can think of some very religious near east countries where... drum roll... you can marry your goat. Mutual consent not needed.

Probably, but there isnt much precedence for anything past gay marriage in secular societies. On the other hand, there are modern American religious communities that do consider arranged marriages, marriage for minors and polygamy to be legit.
