Two possibilities here:
1. There are no rules, and never were.
2. AG is hiding them, and they might be revealed after he is re-elected as Most Strident, Ultimate, UberNatural Atheist. If he loses, it is doubtful they will surface.
No rules means chaos; and AG could continue to hide them even after he is elected.
The universe is an uncertain realm; I would like it to remain as such, for now, and without a Resource Based Economy.
