It forced the earth and all who live on it to worship the first beast, whose wound had healed. This second beast performed great miracles; it made fire come down out of heaven to earth in the sight of everyone. And it deceived all the people living on earth by means of the miracles which it was allowed to perform in the presence of the first beast. The beast told them to build an image in honor of the beast that had been wounded by the sword and yet lived. The second beast was allowed to breathe life into the image of the first beast, so that the image could talk and put to death all those who would not worship it. The beast forced all the people, small and great, rich and poor, slave and free, to have a mark placed on their right hands or on their foreheads. No one could buy or sell without this mark, that is, the beast's name or the number that stands for the name.
This calls for wisdom. Whoever is intelligent can figure out the meaning of the number of the beast, because the number stands for the name of someone. Its number is 666.

The description of the first beast sounds exactly like it could have been lifted from an anime movie. We already know that Mr. Cain derives inspiration from anime movies and computer games.
Mr. Cain does speak like a dragon, and wears a hat, possibly to conceal his lamb's horns.
It does seem miraculous how Mr. Cain is able to deceive people. Watch for him to have some sort of image erected to honor whatever anime character most closely resembles the description of the First Beast.
The number 999 has already come to stand for Mr. Cain's name. It isn't rocket science that this is merely 666 upside down.
With the new stream of federal revenue coming in through his new sales tax, this completes the perfect triangle (9% income tax + 9% business tax + 9% new sales tax).
Now, no-one is going to be able to buy or sell anything, without proof of having paid the national sales tax.
Again, this isn't rocket science, but if 999 didn't refer to Nero, then the new 3-digit number clearly refers to Mr. 999 himself as the Second Beast prophesied in Revelations.
