The U.N. neither owns nor rules the high seas. That is a Common Domain, open for all mankind. The only activities that nations may attack on the High Seas is piracy and warfare. The Whales are prey, not combatants in a war, so whaling is not warfare and it is not piracy either. Also the whales are not a vital food source and they are no longer a vital fuel source or chemical stock. So there is no basis other than pure eco-phreak sentimentality for protecting the whales against extinction. I will make a small bet. No one will take even a baby step to prevent the extinction of the rats. But whales are lovable and rats are not.
