The President doesnt pass a budget. His wish list is broken down and incorporated as Congress sees fit. Despite that both Obama and Bush and every other President had some of their priorities adopted. As for obstruction the Senate Democrats have tried to start the reconciliation process to finalize a budget 19 times this year. The GOP stopped it every time. There is no real interest in a budget without a deal arranged beforehand.

That's Paul Ryan admitting earlier this year that there was no reason to go to reconciliation and get a budget because they lost the election and can't get what they want. The hostage taking was the "leverage" they decided on instead of winning an election. So now Ryan and Murray will go talk and don't be surprised when they can't agree on squat.

You do realize that Republicans were refusing to negotiate, don't you? When someone says, "let's negotiate, as long as you give me exactly what I want" doesn't count as negotiation.

Not arguing that the Democrats refused to negotiate on the ACA (other than stiffening up the verification for subsidies), just that you can't point the finger for a reason that applies to those from whom you are trying to divert all blame.
