Gun owners don't want money. Offering a fair buy back won't do anything if people don't want the money. You might convince a crack addict to sell, but it would probably be a stolen weapon. Then, he'd go to jail for possessing a stolen firearm. So, that might not even work.
Again, answer my question. How do you get the weapons? You would need to find a better offer than money and citing mass school shootings won't help either. As most gun owners are responsible, keep their weapons locked up and would beat their kids asses for touching them. In my opinion, you nor the government have anything worthwhile to bargain with. We don't want/need money and half the country hates/distrusts the government.

Well it was in my earlier answer, there needing to be a license to own a gun. In Australia, you need specific licenses for owning them, and then it has to be kept in a disassembled state in a strong enough gun safe, with ammunition kept in a different place. I know these first hand from my father having one.
My point is that you make it illegal to not only need the papers, but you need the license, and it needs to be kept in such a state. But this is after you have given leeway of doing the gun buybacks that will essentially work as no questions asked, not requiring the people turning them in to be the legal owners, the important thing is that you get them out of circulation, even regardless of whether they would get in trouble having them in the first place.
It would be made clear that for this law, checks would be allowed, with heavy fines for being caught with any not kept in the disassembled state, ammunition kept in a different place, and gun not connected to stringent license.
And also, in the same sentence you are saying gun owners are responsible and they beat the asses, that is absolutely horrible. It reminded me of a video I watched that saw a father talking about how he purposefully left his gun out on a coffee, and would beat his child for falling for the trap by touching it, looking at it and even trying to avoid it. As if beating a child teaches them anything other than be afraid, hate authority figures, and pick on the weak.
