Under the 25th Ammendment, Ms Harris would take on the position of President. If this occurs prior to (I believe) Jan 20, 2022, then she would be restricted to only being able to be elected for a single term under her own "ticket" in future.
However, were she to be "elevated" to the Presidency, the position of "Vice President" would need to be filled, which requires a majority vote in each of the houses of Congress - At present the Senate is split 50:50, with Ms Harris (in the position of "Vice President") being the "deciding vote" in the case of a tie, but on elevation to the Presidency, she loses this.
Complicating things further is that traditionally when a party controls the Presidency, along with both houses, they tend to lose a number of seats in the "mid-terms".
So, the connundrum for Ms Harris (and her party) is do they:
* Allow Mr Biden to "retire" (or otherwise) before the mid-terms and have Ms Harris elevated, limiting her ability to only run a single term in her own name, but having a higher possibility of selecting a new "Vice President" that she deems "suitable".
* Retain Mr Biden until mid-terms, allowing Ms Harris the potential to try to run for 2 terms under her own "ticket" in the future, but potentially limit options for who could be confirmed as the new "Vice President"
* Retain Mr Biden until the next Presidential election, hoping that voters will forget\ignore his more "questionable" actions (going on Holiday while Afghanistan issue is occurring, for example) and not instead punish his party at that time.
As a side note, should there be no "Vice President" and something were to occur to the President, I believe the "Speaker of the House" is elevated to the role of President:
