Well sure...

Just comandeer an abandoned offshore oil platform in the Gulf of Mexico and declare it an independent nation.

Set up some gambling casinos, and presto!

you're the next Prince Rainier, and you have got you're own version of Monaco off the US coast!

And then the modern equivalent of Grace Kelly will marry you and be your queen ( Scarlett Johansen, Beyounce', Jay Lo, or who ever your idol is).

Of course when the first hurricane hits, and knocks your whole country over into the sea, or when pirates attack to plunder the place, you wont have the US Coast Guard, Navy, nor American National, state, nor local police forces, to rescue your ass. But whatever.

Of course when the first hurricane hits, and knocks your whole country over into the sea, or when pirates attack to plunder the place, you wont have the US Coast Guard, Navy, nor American National, state, nor local police forces, to rescue your ass. But whatever.

Well, you’d take your casino revenue and invest in a security force just large enough to handle pirates. If the pirate problem is bad enough, before long you’ll have seized enough ships to maintain a permanent fleet. You could choose to deport pirates...but what I would do is press them into security service. You’d make a killing from local governments outsourcing security to you in the form of a buffer zone. You might get lucky and lease a small island from someone, which would make storm danger irrelevant.

“Oh, you won’t lower your rates on that tiny little island? Well, that’s ok. We’ll just return their ships and set the pirates loose just off the coast of Cozumel. Surely they’ll just ignore the Carnival Cruise ships on their way to your docks. And it they get boarded, what’s the loss of a few billion American dollars in your local tourist industry to you, right? Who needs El Gringo, anyway?”

Silly wrapped in silly.

Hiring a security force to fortify your little island might not drive your casino into the financial ground, but you're not going to be able lease your microscopic sized security force out to any government entity. Your few dozen goons cant protect the US coast from anything (or the Mexican coast nor anything else).
