Btw the principle of above doesn't preclude a defensive capacity, only that case has to be properly made. Direct incitement is still illegal.

Especially as it is not individual citizens fault, so they should not be targeted.

Someone could say the premise for a non-theocratic society is misguided.

They should be starved and forced fed pork and bacon! After that killed with a bullet to the head!

No way! Send me the pork and bacon instead! Can't get decent sliced bacon here in France and pork is too expensive to buy. They can keep the bullets in the head though.
