I would say it's at least partly genetic, but like any other personality trait, it can probably be a little bit environmental as well. I don't think anyone to date could answer this with 100% certainty.

Personality trait variability tends to be about 50% genetic, and like 5-10% shared environment(like parenting and so on), with like 40-45% unaccounted for.

I got in late, but... You're still confusing Capitalism with Corporatism?
Come on already...

What are you trying to imply? That humans should be bossed around so they don't hurt/scam others?
What if those who control people are the ones who hurt/scam others?
Psychopaths like to control others, they don't mind hurting/scamming others...
That explains what people composes the political class and its millionare allies in the corporate sector.

Look up the research on the personality trait of conscientiousness for more information.
