There's no way to confirm this was made by a Middle-Eastern parent or happened anywhere in the Middle-East.

The kids obviously look Asians, they might be North Koreans.

Btw, in the conservative Islamic countries there's no such kind of holidays of kids wearing costumes, especially costumes that represent stones and objects: Those would be viewed as pagan customs.

So I highly doubt those kids are Muslims, at least not kids of very devout Muslim parents or living in some Islamic Middle-Eastern area : They're either of some anti-US leftist culture/regime (Koreans, Syrians, Cubans ..etc) or simply some stupid Jewish or Christian parents trying to do something 'unusual' for Purim/Halloween.

Only Christians and Jews have such holidays in the region.

So if it's really "Middle-Eastern Celebration of 911" then most probably has happened in Israel.
