Staff who wish to park at schools should be made to park away from the main site. Where possible, their arrivals and departures should be timed to avoid the school rush. Parents shouldn't be allowed to drive on school property (with some exceptions e.g. dropping off or picking up an injured child).
It just seems like common sense to me that something as dangerous as a car or a gun should not be allowed on school property, where there is a high concentration of children and therefore an increased risk of something going wrong.

You do realize that the revolvers carried by police up until the 1980s or so didn't have manual safeties either, right? And that accidents are perfectly possible with guns equipped with such safeties as well? The Glock has multiple safeties, the only way to fire one is to pull the trigger, and that's exactly what this guy did. Not pulling the trigger unless you mean to shoot is about as basic as things get, and yet people still manage to do it all the time, laws and regulations aren't going to magically raise the collective IQ...
