I don't doubt that parts are changing, but the same tempo that's too fast for some is glacial for others. Adopting something official to clearly communicate the intention to change might help outsiders to believe it, at the very least it would help make it clear that a majority actually do support change.

That statue of Andrew Jackson needs to go.He was just an awful person.And where’s our new twenty dollar bill?

His attempted assassin had to be protected from him, not the other way around.
