When we have the money (preferably from deep sea mining and exporting to China/Japan/S. Korea), we copy SeaLaunch and buy a cruise ship and an oil rig. The cruise ship serves as mission control, the oil rig as a launch platform (or something along those lines). Rent out to private space companies such as SpaceX, eventually forming our own private space company that can specialize in a certain field of space industry, such as satellite launch/recovery for universities or businesses. Further goals can be expanded when more funding is available. lol I dunno. Just off the top of my head

i would vote for something like this instead of an oilrig,

they are mobile jack up vessels, the big red legs are extended to the bottom of the sea and the whole thing clears the water completely(or partially).
i worked with a couple in the netherlands when putting up turbines at sea, the mayflower resolution pictured above has about 4500t capacity so i dont know if thats enough for all the infrastructure.

The one thing I like about oil rigs is that they have big, open spaces beneath them, and can raise/lower buoyancy much like how those 6 legs work on that ship. Though either way, it works.

the price of a vessel like that is around 200 million dollars so i dont know if an oil rig would be cheaper.

well to be honest i can get finacnial data on some norwegian oilrigs but i dont think the numbers are gonna be any smaller.
they take months to properly set up so one would also have to deal with that.

a small seafaring "nation" might be possible but space takes resources like nothing else, unfortunately, at least untill we find a method not relying on "mass combustion" as a process.

We are in the dawn of the Age of the Spaceplane- 20-30 years from now, or less, it might be very easy to get into space, and not really require the massive rockets we use now (except for heavy lift/materials operation)

unfortunately most industry requires quite extensive heavy lifting, seeing as even mid lift rockets usually only carry around 10 metric tons of cargo to low earth orbit i dont wanna guess at the effective cargo a space plane could bring.
