That's called performing a service for the client agency and being justly compensated for it.

FDR was an exponent of American Fascism. Fascism with a smiley face.
Abraham Lincoln was a tyrant and did things not permitted by the Constitution. Such as suspend habeus corpus.. Andrew Jackson was a genocider and a stone-killer. He did one good thing though. He closed down the National Bank for a while.
