The highest mountains wouldn't have existed yet as of then.
Earth's surface was changed by this tectonic event.
Ah. but this condition never existed. And if it had existed why did the Scripture say the flood would rise
fifteen cubits above the highest mountain. In your scenario there are no mountains.
For one, it's "fifteen cubits
upward":

As for the statement of fifteen cubits specifically, as in why the value 15, it is half of 30, the height of the ship and indicate that the Ark was halfway submerged. Having 15 cubits + of clearance between the hull bottom and the obstacles underneath.
