There isn't a button on Joe Biden's desk that he presses to cause a recession and another he presses to cause inflation. Those things are the result of complex economic interactions.
Responsibility for controlling inflation falls to the Federal Reserve. This is kept independent of politics (as far as possible) because that leads to better governance. Because monetary policy is complicated, it isn't appropriate for the people to vote on it - better to leave it to the experts. That said, people can elect leaders who will give the Fed different goals if that is what they desire.
Are there drastic actions that other branches of government (the President or Congress) could take to significantly cut inflation? In short, yes - but these would have other ruinous consequences.
Direct democracy breaks down when it comes to complex issues that people can't dedicate large amounts of time to researching. Electing representatives who have similar values to us who we can outsource much of that thinking to is a better use of everyone's time.
