1) you're a fellow Americans. My teen self guessed that that was the underlying meaning when the album came out. It seemed rather obvious.
2) The meaning became infamous because of Charles Manson. He was convinced that that song plus "Helter Skelter" ( (both on the White Album) were somehow signals from god "that a race war would break out in America and Blacks would win" (when I get to the bottom I go back to the top of the slide...ie society being overturned). And his notions got even weirder and delusional from there and led to murder at the Tate house.
