People are led to believe that, Orwell. But if you look into it, clearly that's not the case. In this thread I've provided evidence with regard to Ashkenazi Jews that specific groups of people can have an average IQ significantly removed from 100. As these different groups of people are usually represented in different proportions in different nations, it seems reasonable to propose that different nations may exhibit different average IQs. So, yes, it may be taboo to discuss these things, but that's not because it's unreasonable in the way 9/11 conspiracy is.
