That is arguable. Suppose a religion required one to sacrifice his first born son? That is a religious practice and Congress is forbidden to prohibit such. On the other hand the States are free to regulate religious practice as they see fit.

If that started happening en masse, you can bet some way of making it illegal and punishable would be created.
