I have wondered two things about ETA:

1. If the Basque homeland includes both northern Spain and southwestern France, why are all their bombings on the Spanish side of the territory?

2. During their first seven years, 1968-1975, how did they manage to pull off brazen attacks under Franco's watch?

I think it is in northern Spain only. When I lived in Barcelona I shared accomodation with Basque women Uni students and I thought that it was Spain that was the problem.
Not sure about the ETA under Franco!
With my Irish heritage I guess I'm a bit prone to championing those who have been dispossessed of land, language, culture and religion! that included the Australian Aboriginal Peoples!

The strange thing is that Spain has always promoted the linguistic and cultural rights of minorities, while France did not, until recently allowing the teaching of regional languages in public schools to a minimal degree.

It must be noted, however, that only a small portion of Basque territory is located in France.

ETA has attacked France. However that is where they are mostly hiding. You could say it is tactical reasons, because France hasn't been good at cracking down on them historically.

There are also rifts between different Basque groups, and different separatist groups.

The Basque region in Spain is semi autonomous. The reason ETA doesn’t like it, is because it is not them. They are well known because they are extremist. But they are not the majority of Basques.

Yes Franco treated the Basques badly, thing have changed however.

Basques have not been dispossessed of anything, they have full autonomy, their language and culture are blossoming and they are a rich region that gets to keep most of their wealth and not share it with the rest of Spain.

there is no justification for ETA, they are insane, evil sociopaths and criminals.
