Yes, Joel Osteen freely admits this including how he says he saw his father turn from a semi-conservative/moderate preacher into a more liberal preacher over the years.

Osteen's religious services do read from the Bible but Osteen definitely is of the liberal kind compared with previous generations of preachers especially from the state of Texas.
At the same time, Osteen does conduct public holy communion services for his congregation: the breaking of crackers and the drinking of grapejuice to celebrate the life and death of Jesus Christ/the meaning of the cross.
That's my understanding.
